引入话题，介绍环境问题和住房问题给人们带来的压力，尤其是在疾病上面。阐述自己的观点。

Part One：阐述支持政府改善环境问题的理由。环境污染是导致广大人民生病的首要问题(pose extremely challenge pressure onthe environment)，而政府掌握多种信息和资源，还有科学人才，这样的话才能开发可持续能源（encourage and subsidize thedevelopment of substitute resources, renewable resources）还有改变经济发展方式(adjust economic model, restrict thedevelopment of resource-dependent economics)，而这一过程耗时长，投入大(heavy financial burden)，只有政府才能做到。

Part Two：阐述支持政府改善住房问题的理由(housing problems)。住房需要大量的资金(housing needs large quantities ofmoney)，政府操作能够有更好的规划和管理(better overall management andplanning)，政府有巨大的政治和行政资源(plenty of political andadministrative resources) ，可以在土地使用(land use)和专家召集上更有优势(call on many experts in relatedareas)。

Part Three：阐述自己的观点和理由，虽然政府应该重视这样的问题但是并不意味着解决住房和环境问题就能从根本上解决人民的疾病问题(fail to solve the fundamentalproblem)，应该政府和个人还有就是各种机构一起努力(individuals and institutes in thisfield should also contribute their effort)，多方发展(overall development)，这样才能改善人民的生活，解决疾病问题(prevent illness and diseases issues)。

Housing shortage is a thorny problem, hitting the raising ofhousing prices and consequently numerous people are living under heavy pressurein many cities. In addition, many people are suffering from severe diseasescaused by environmental problems. Somepeople may argue that only government could assume the obligation of dealingwith these issues. However, as far as I am concerned, this opinion in notcomplete true. This essay would explore the roles that government plays in theprocessing of solving housing and environmental problems to prevent illness anddisease.

Para 2: BodyParagraph 1（分论点）

There is no doubt that the governmentis the agency that should play the leading roles in solving the environmentalproblems. To begin with, with the power to collect taxes from individualcitizens and private companies, the government has the financial resources thatare necessary to deal with environmental issues. In addition, only governmentcan publish the policies to prevent the companies and individuals fromdisposing the amount of pollution. Finally, the government is the onlyinstitution that may enact laws related to environmental problems.

Government, on the other hand, has anirreplaceable part to play in stabilizing the housing prices and combating theillegal speculation of some greedy real estate developers. Firstly, it isimperative for governments to enact relevant legislation to regulate theconstruction and purchases of houses. Also, some wealthy investors purchasemillions of houses in order to gain personal interest, which multiplies thepressure of other house pressure, forcing the public, especially thosepoverty-stricken citizens, to work hard and save every penny for buying houses,which is a potential risk to their physical health.In this sense, it is theduty of governments to readjust banking policy and

Yet, those who hold this idea maystereotype that environmental issues and housing problems are the only cause ofdiseases. Actually, my own opinion is that it is not only the governments’responsibilities, but individuals and institutes in this field should alsocontribute their efforts. Individuals are more familiar with their needs, andprofessional institutes can ensure the supply of housing efficiently andeffectively and the solve the local environmental issues.

To sum up, it is rather superficial tosay that only government can resolve the housing and environmental issues.Joint effort should be made by the authority, institutes as well as individual.
